Heat oil in a heavy large skillet over medium heat.
Add garlic; saute 30 seconds.
Add chopped herbs and vinegar; cook 30 seconds.
Pour into a bowl.
Whisk in syrup and mustard.
Place chicken in a glass baking dish.
Pour marinade over, turn to coat.
Sprinkle with pepper.
Refrigerate for 2 hours.
Heat oil in a large skillet on medium high heat.
Saute chicken for 2 minutes per side.
Reduce heat to medium and let chicken cook until browned and cooked through.
Transfer to a platter and garnish with fresh rosemary.
