  1. Preheat oven to 350.
  2. Toss garlic with 1 tbsp butter on baking sheet. Bake until lightly browned and soft.
  3. Melt 3 tbsp butter in a large pot over high heat.
  4. Sprinkle beef with salt, pepper and dust with flour.
  5. Saute until no longer pink.
  6. Transfer to a bowl.
  7. Add the vegetables, broth, wine, herbs and roasted garlic to the pot.
  8. Bring to a boil.
  9. Cover and reduce heat to medium-low.
  10. Let simmer until vegetables are tender for about 25 minutes.
  11. Return beef and any juices to the pot.
  12. Mix in remaining 1 tbs. butter and 1 tbs. flour.
  13. Stir until stew thickens slightly.
  14. Season with salt and pepper.
