  1. Whisk shallots, olive oil and lemon juice in a medium bowl.
  2. Cut all peel and white pith from oranges.
  3. With a small knife cut between membranes to release segments.
  4. Combine arugula, fennel and onion in a large bowl.
  5. Toss with dressing.
  6. Add orange segments.
  7. Season salad to taste with salt and pepper.
